Deemed University Status Aspiring Institutes in India


An institution apply for the status of “Deemed university” to the central government, after meeting all the standards set by UGC(University Grants Commission) it will be granted the status of deemed university by the central government.

Meanwhile when these institutes are evaluated for the status of deemed university by UGC, may take-on the status of “Deemed-to-be” university. Deemed-to-be universities cannot declare themselves deemed university publicly and cannot indulge themselves in profit or commercial activities. The performance of the deemed-to-be university is monitored by UGC annually through a committee, initially for three years, and later on, after every five years. Then these deemed-to-be universities are bound to follow the direction issued by UGC based on committee result. Deemed-to-be university award degrees only in those academic courses that are conducted at its approved campuses and have to maintain adequate infrastructure and other basic facilities at its campus as per the norms prescribed under the guidelines of the UGC to be relevant to deemed-to-be universities.

Deemed-to-be universities cannot start distance education program without the approval of joint committee of UGC (University Grants Commission), AICTE (All India Council for Technical Education), DEC (Distance Education Council) and are adhere to the guidelines issued by both DEC and UGC for imparting education through distance mode. Deemed-to-be universities may be asked to maintain different financial accounts in respect of its functioning as deemed-to-be university. No person can be appointed to a teaching post in an institution of deemed-to-be status in any subject, if he does not fulfill the requirements as prescribed by the University Grants Commission. Any relaxation in the prescribed qualification can only be made by a university in regard to the posts under it with the prior approval of UGC. The admission in deemed-to-be universities made on the basis of merit criteria after taking into account the reservation order issued by the government from time to time. Student enrollment is carried out in accordance with the teaching staff available. Deemed-to-be universities, enrolling students for the degree course make sure that the number of teaching days does not go below 180 in an academic year excluding holidays and vacations and the total periods are not less than 40 hours a week.
